Senior State Policy Analyst with Vanderbilt University (Nashville, TN) Responsible for identifying the state policies most effective at improving outcomes for infants and toddlers, tracking state adoption and implementation of evidence-based policies, the production of the annual State Policy Roadmap, and leveraging state policy expertise to support states in accelerating evidence-based policymaking. Track the development, adoption, and implementation of policies, conduct policy analyses, and provide stakeholders with evidence on the most effective strategies for enhancing public policy. Serve as a subject matter expert in a focal policy area of early care and learning. Cultivate relationships with key stakeholders working in the policy space and serve as an expert on policy adoption and implementation within, and outside of, the Policy Impact Center for a designated policy area(s). Serve as a resource to state-level policy makers and partner organizations by conducting outreach to share relevant research and best practices in a timely fashion. Produce high-quality technical written products for a variety of audiences with limited need for feedback. Develop, refine, and implement processes for identifying and coordinating collection of state level data to inform annual State Policy Roadmap. Organize, design, and facilitate convenings of state policymakers, partners, and other stakeholders, providing content expertise and guiding conversations to encourage cross-state learning and to accelerate evidence-based policymaking. Take a leadership role in developing project plans and timelines for successfully completing work products and ensuring project deliverables are completed on time to the highest quality possible. Demonstrate ownership of project timelines, analysis, and all work products. Communicate and work collaboratively with other staff to ensure organizational goals are met. Contribute to developing and improving processes and procedures. Monitor and supervise students to effectively contribute to team work products. Assist in hiring and onboarding staff and graduate research assistants, training and supporting new staff in how to track the development, adoption, and implementation of policies; and support the professional development of research staff and students. Position is 100% remote and reports to University headquarters in Nashville, TN. Job Requirements: Requires a Master’s or Bachelor’s degree in Public Policy, Early Childhood Care and Education, Child Development, or related field. Position requires experience (1 year with a Master’s or 3 years with a Bachelor’s). Must have some experience in each of the following skills: State-level policy making, and the differences among state contexts, including the development, adoption, and implementation of evidence-based policies; Drafting policy documents including policy briefs, legislative analyses, reports, and technical memos that translate research findings into clear, concise and actionable recommendations to a variety of stakeholders; Conducting in-depth secondary research on childcare policies, including analyzing existing academic literature, state and federal policy reports, legislative records, and publicly available data to synthesize evidence-based insights; Early care and learning policies, including subsidy funding, access, and quality improvement, and the interactions between these and other child-related policies; Delivering briefings, organizing policy roundtables, and facilitating one-on-one consultations; Using tools including Excel to design and implement data collection systems to track state-level policy adoption and measure policy impacts; Using tools including Quorum to monitor, analyze, and identify emerging trends in child care and early learning legislation at the federal and state level.
