Job Title: Community Outreach Worker/NJ Family Care Promoter

Status: 16-20 hours a week

Term: Present to January 31, 2025

Location: North Bergen, NJ

Centro Comunitario CEUS (CEUS) is looking to hire a part-time Spanish-English speaking Community Outreach Worker to work on our Proyecto Buena Salud. The worker will conduct outreach to immigrants, mainly Latinos, about the benefit of registering for the state’s New Jersey Family Care (NJFC) health insurance for children, and help them register.

The position, which runs through the end of October, would suit someone who is keen to work in the health field, is comfortable working with immigrants and is passionate about helping people. Most of all the person must be motivated to reach out and engage community members, whether by phone or in person, from a table in the street to health fairs and events.

MISSION

CEUS started Proyecto Buena Salud (PBS) in 2022 to conduct outreach around health issues and to provide area immigrants with referrals to available health services. CEUS has provided legal and educational services and immigration advocacy for immigrant communities in northern New Jersey for 30 years. CEUS serves hundreds of individuals each year with free and low-cost immigration legal services delivered through a staff legal team, as well as a membership program and community organizing campaigns. CEUS is a community-based 501(c)(3) non-profit organization that was founded by Salvadorans who had fled their country’s civil unrest. It is still run and led by immigrants.

Background:

This position is funded by the New Jersey Department of Health (NJ DOH) through the Latino Action Network Foundation (LANF) under the state’s NJFamilyCare Medicaid Education Outreach and Application Assistance for the Cover All Kids Initiative.

Summary of Principal Responsibilities:

The Community Outreach Worker will help create and conduct an outreach campaign to communicate with immigrant communities in Hudson County. The outreach worker will engage and interview immigrants and conduct outreach and marketing tasks such as posting flyers, staffing a table at health fairs and street events. The worker will also learn how to register children for NJFC through the online portal and develop relationships with other organizations in the community to serve their clients, in person or through presentations at partner events.

The worker will document the contacts and help analyze the compiled data. The work will be conducted from the CEUS office and in the community.

Essential Functions/Responsibilities:

The key responsibilities of the Community Outreach Worker include the following:

• Engage undocumented families with uninsured children and provide NJFC application assistance to New Jersey families, including help creating NJFC application accounts.

• Improve health literacy of NJ families about the benefits of health care coverage and the importance of maintaining and utilizing the benefits of NJFC.

• Identify and utilize targeted community outreach and enrollment techniques, including digital methods such as social media, text and email communication.

• Promote health equity and build trust between immigrant communities and the NJFC program through culturally competent and language accessible outreach.

• Work with Project Supervisor to establish outreach plans and strategies to communicate to immigrants in the Hudson County area.

• Conduct telephone and in-person one-on-one interviews and informational sessions with immigrant community members.

• Assist in conducting outreach to immigrant communities, local churches with large immigrant congregations and community partners.

• Participate in community forums to disseminate health information.

• Meet regularly with the Project Supervisor.

• Create an ongoing record by documenting all interviews/information and contacts in program databases.

Minimum Qualifications:

• High school diploma required; associates or bachelor’s degree, or completed courses, preferred.

• Public health and/or community organizing experience or educational background is a plus.

• Demonstrated ability to work collaboratively in multicultural contexts.

• Strong Spanish and English speaker required.

• Ability to attend evening and weekend meetings, and work flexible hours.

• Experience and comfort with speaking to individuals and groups.

• Self-motivated; detail-oriented, well-organized.

• Ability to communicate effectively and build mutually respectful relationships with co-workers, partners, and the public.

• Familiarity with virtual meeting platforms and with software applications in a Windows environment, including Microsoft Word and Excel.

• Able to work legally in the United States.

Compensation: $20/hour; 16-20 hours/week.

Note: A small amount of work can be done at home but the predominance of this job will be done in the CEUS office or in the community.
